Lyon, in the fog ...

No, no, no political or implied pun behind this dubious title ... There are two weeks of this (the strong point of this blog is the reactivity), Lyons found himself immersed in a thick fog. It did not last very long, not even an hour late afternoon. When I saw it out the window, I immediately went out and, no less, was one of the moments the funniest and most beautiful in the beginning of this year. Like last time, when the whole town was under the snow, there was something playful in the air. It's rare enough to be stressed. There remain a few photos.

The Song of the Week (38) Shields (Stranded Horse)

I suffer from a strange evil that is now more than twenty-four hours that I have the same song running around in my head. Walking down the street, in the subway, at home, eating, lying in my bed at the checkout of a supermarket, it is always the same, always the same music that tirelessly returns. At the same time, when we are haunted by a song as beautiful as "shields" (not a shit, as is so often the case in such situations ...), I guess I must be lucky. This music is from the new album (Thee) Stranded Horse Humbling Tides, released last week on the label Talitres Bordeaux (on which there are some fine flower of the folk present, as Emily Jane White). If you follow my program on Radio Canut, you've already heard two excerpts recently. Behind this strange name ("horse failed"?) Hides Yann Tambour (Which was already behind ink), playing the entire album on a strange stringed African instrument called the "kora" (see photo) which gives this unique sound to his music (from acoustic guitar and harp - as Joanna Newsom - I would say ...) and singled sharply amid the wave of folk musicians in recent years. It creates a quiet music, a bit timeless, conducive to daydreaming (the kind that propels you into the land lost to the other side of the world - but often the effect on me that folk music) . Sometimes on this album, "Shields" in particular, it is accompanied by violinist Carla Palone (Group Mansfield Tya), and the least we can say is that the association is perfect. That is, among other reasons, this my favorite song on the album. That also explains why I no longer able to remove the head. I attempt here a strange exorcism. Hoping to spread the virus ...

is a thin layer of black dust that settles on roofs. It's a smell of bitumen, with the wind, invaded the city and forced to go into houses until the air is stifling. These are convoys of semi-trailers passing through Avon center. These are the sounds of crushing depleting local residents.

The asphalt plant Goulard located 92 rue Gambetta is now a very serious source of pollution in our city. Nearly 6000 people live in radius of 1.5 km around the plant. The toxic fumes emitted in the manufacturing process of asphalt roads plague the city. They are dangerous for health: sulfur dioxide, nitrogen dioxide, carbon mono-oxide and especially polycyclic aromatic hydrocarbons some of which are highly carcinogenic and mutagenic.

How Prefecture of Seine-et-Marne she could renew the 2008 license to operate?

How the mayor of Avon did she issue a permit building to building in a residential property line of 50 apartments?

How does a company as prestigious as Vinci can she operate a plant of another age, very clean, in downtown?

How can you deliberately endanger the health of our children?

The Song of the Week (37): Pilgrim's Plight + The Exhilarating rise (Michael Beach)

Michael Beach for me is what kind miraculous discoveries, in the middle of the night, by chance, while I was surfing the internet to view, seeking a rare gem, the kind of music that stops you net and captures your attention. I first came across this two titles to be released on Feb. 8 on the Twin Lake Records label and this piece, "the exhilarating rise": a kind of tube velvetien as hell, rough, nervous, enjoyable! Afterwards, I went to listen his first album in 2008, Blood races: a crude folk played on electric guitar, with just the instrument and singing was sometimes a bit like Elliott Smith. This time, the song "Pilgrim's plight" that hooked me, and since I'm at least my, pfffou, thirtieth listening, maybe more. What can I say? It's a beautiful song, the kind of song for which we stop everything we were doing just to listen in silence, with the acute awareness that something is going really strong. Since I have this chorus at all times in the head: " take me down to the river tonight ... . In short, you will understand, a real nice discovery! Since these disks are on a small American label, almost no chance of finding them in France (including on the Internet, I suspect). is a delicate issue: politically, economically and environmentally.

There is the candidate Jean-Pierre Poulain, who promised during the 2008 campaign, a gym in Avon Centre. This is one of the few available lots in the village to build; during a previous council Mayor explained that he was too small for Olympic gymnasium.

There is an economic issue. The town sells land of 3533 m2 for a total of 275 000 € TTC at 78 € / m2. That's half the market price. A consultation was launched to find a developer who sustain and build 4 pavilions. There were only three proposals: first to 275 000 €, a second at 83 000 and € 50 000 € last. Why? How to explain this lack of interest for land located in the city center?

We discover that the land is contaminated. We all know that a break was installed and a paint shop automotive worked there. We request information from technical services: 4 superficial surveys were conducted revealing traces of hydrocarbons and boreholes for one of a metal concentration higher standards. 1 liter of motor oil pollutes 1 m3. The clearance comes to 850 € / m3 (€ 2,500,000 for a plot of 3000 m2), knowing that the pollution may have unidentified broadcast (we are worried located on the coast of resurgent waters of the web).

We address the environmental issue: a city supposedly oriented development sells land polluted by asking the buyer who is a craftsman who has not extensive surveys, to clean up and build houses. It is a legal arrangement very fragile. The vox populi is that now the "polluter pays". First question: how was negotiated the purchase of this land to the Renewal Land Company in 2002? The seller then may be implicated in the pollution found? Second question: in the current contract of sale, the town emerges Does any responsibility? Imagine the worst: the promoter sells 4 luxury homes to the "closed the laundry," families settled, children playing in the garden, small states with leukemia, parents may find the pot to the roses and turn against the town of Avon, the developer has disappeared.

The Song of the Week (36): Time and Death (Reveille)

Reveille is a duo consisting of Lisa Lyon Duroux (drums, vocals) and Francois Virot (guitar, vocals, bass). Their first album, released this summer 2010, is a real success in the indie rock genre, very much influenced by the kind of models of the 1990s, mixing pop hooks and dissonant guitars. "Time and death" (which is the title song the album) is probably the best example of their music, with its guitar riff intro "flawed as it should," his voice at once nonchalant and melodious, its noisy pop tunes and his final high class instrumental . FYI, you can download their album free to price their Bandcamp and they will be in concert Saturday, January 22 at Grrrnd Zero Gerland, to open an evening with Veuve SS (hardcore punk) and another group to follow Lyon Baton Red (who will celebrate this evening, the release of their debut album Fragments themselves which I may have the opportunity to talk).

Strong sales increase in water prices in Avon

In 8 years, the price of water has increased by 50% and still counting. For an average family consumes 160 m3 of water per year, bill rose from 384 € to 568 € more.

Why this rampant inflation? The bill has two positions: the water consumption and treatment of wastewater. The share of the latter is now nearly 55% (it was 48% in 2003).

In consumption, there is a subscription (paid to the water company providing distribution) which has doubled in value since 2003, a distributor who share increased 20%, a share paid to the community of municipalities decreased 50% and a share for the Water Agency, which took 20%.

In the post-processing wastewater, a subscription was created in 2009. Distributor's share rose 11%, the share paid to the community increased by 90% and the proportion allocated bodies of 67%.

Network modernization in 2008 and the launch of the new treatment plant in 2009 pushed prices upwards.

On Fontainebleau-Avon, are 30,834 residents who are served, and consumed 5,732 subscribers in 2009, about 1,867,237 m3 of water. The wastewater collected in a network of 91 km have been restated to Valvins treatment plant.

There is little competition in the distribution of water. In Paris, Bertrand Delanoe has remunicipalisation distribution of water in 2010 and announced in 2011 a lower price per m3 is an average of 2.93 €.

The contract between the association of local operator expires June 2011. Our elected community will they have the good idea of competing firms in the market to request a 30% drop in the price of water, equal quality of service?

CUT A Song of the week (35): Harry Truman will never die (. GALLOWS featuring CUT)

. Cut is a duet featuring Gallows PanAmerican-Lyon who practice since 2003, an instrumental music at the crossroads of the electro / ambient and post-rock. A song like "Harry Truman will never die" inevitably evokes famous names like Mogwai or Godpseed You Black Empero r (which does not displease me ...) but is different in the absence of a rhythm section. They just released a split with Lyons Fragment and preparing to distribute a new album. Ladies and Gentlemen,

is with a twinge in my heart that I address you at this end of the year to present to you my resignation. This, taken before the death of my son, has two reasons:

· The first is internal to our group "Close to you, for Avon, city eco-citizen": I was involved with John Mary VIROT to a passage in the Assembly to make what I am and my few skills. The switch to initiate and train in politics as many.
· The second it is completely linked and it is my observation: 2 years for so little result!

Indeed, when I do the place of my presence as an advisor to you, Mr. Mayor, as you liked to call me last June, it shows:

1. It took over a year for a "commission Avon sustainable over which you have very fast, much too fast, press meet for the first time ... nothing
2. And three more months for you to dismount ... doing nothing more

For projects that seemed important to us, you kept your line that refuses any dialogue:
· In Ferns, a safety committee instead of a neighborhood committee, an access point to the right instead of a neighborhood house (or there may have access to the right of way); repression in instead of prevention.
• For the BIA to the station, no program reflected in common (Agenda 21 is a unique tool for this!) And hence an eco-district that will be in your speech! At most there will he some positive energy buildings?

My record is close to zero ... but maybe not quite, at least I hope so:
¨ Car to voters have: I am proud to have worn, with the city council, beliefs and claims to which they trusted me ....
· Face to you Mr. Mayor and your majority: a big disappointment as none of the proposals of the opposition has been taken into account, the opposition is and remains a force for you to shoot at any price everything that comes from it is to be avoided ... or back!

However, the CM of November, I could see who was listening to an assembly, elected officials, who spoke for the majority: that I rejoiced the heart. In the motion we have to vote, I feel the beginnings of a desire to move in the right direction:
• For creating a true community of shared without any rule and with the presence of representatives of the opposition deputies
• For action effectively for economic development
· By relying on the overall approach proposed by Agenda 21

I sincerely hope that this willingness is reflected in reality and I know that the process is long to think and act collectively and inform each day ... but let me, Mr. Mayor, to have some doubts after my experience here.

I end my term volunteer among you, but if you really want, one day, you really inspire some of my skills, I will respond to your invitation, as I answer without hesitation to my colleagues "Near You "to support their commitment to local democracy and the environment from Have.
